I know I installed Crystal XP theme before for XP a year + ago and it was pretty nice ... one of those silly things one does to make it look prettier. Didn't have that much of an impact on XP as far as I could tell. I know there are the http://www.famfamfam.com/ icon sets as well and they are pretty amazing too a lot more useful than the crystal ones in my opinion Yeah thats what I thought.
